Establishing supervisory boards for the largest municipal enterprises is a logical step for any city committed to transparency and efficiency. Mykolaiv is one such city.

Mykolaiv City Council announces an open competition for the position of an independent member of the supervisory board of a municipal enterprise. The aim of the competition is to attract experienced managers and specialists who are committed to promoting the development and efficiency of the city’s municipal enterprises.
Participation in the competition provides an opportunity to influence positive changes in the management of municipal resources and increase transparency and responsibility in decision-making.

DownloadMykolaivvodokanal” is one of the largest critical infrastructure enterprises in Mykolaiv, with a history spanning over 115 years. It is owned by the territorial community of the city of Mykolaiv and provides services for cold water supply and wastewater management, including hot water. Thanks to the enterprise, over 482,000 residents of Mykolaiv receive water for their daily needs, with approximately 92,000 m³ of water flowing daily through about 1,200 km of pipes.
In 2023, at the initiative of Oleksandr Sienkevych, the transformation of the enterprise began. The starting point was the Integrity Assessment, which analyzed the processes of strategic and corporate governance, procurement policies, compliance, and ethical standards. Based on its results, a risk mitigation plan has been developed and is being implemented, alongside an updated procurement policy.
One of the key recommendations of the assessment is the establishment of corporate governance following OECD standards to optimize processes and enhance both the efficiency and transparency of the enterprise’s operations.
The transformation of Mykolaivvodokanal is especially important due to the need to address the critical issue of drinking water scarcity in the city, caused by Russia’s destruction of the Dnipro-Mykolaiv pipeline. The President of Ukraine, Volodymyr Zelensky, has instructed the construction of a new water pipeline from the Southern Bug River. The State Agency for the Restoration and Development of Infrastructure of Ukraine plans to complete the construction by August 2025.

Candidates submit the required documents to participate in the competition.
The commission reviews the submitted applications and evaluates candidates' compliance with the criteria, approving the ranking of participants.
The commission conducts interviews with the top 10 ranked candidates based on the evaluation results.
The commission selects the top three winners of the competition. The full composition of the Supervisory Board is then approved by the Mykolaiv City Council deputies during a session.
Note: The collective profile of the independent members of the supervisory board is provided. Each candidate does not need to meet all the criteria but should fulfill a portion of them. The selection goal is to maximize the collective alignment of the selected candidates with the listed requirements.
